I’m Robert Lipps, and I’m proud to call Franklin home. Born and raised right here in the Franklin area, I’ve dedicated my life to serving our city and the people who make it special. Whether volunteering on local campaigns or representing Franklin on the Warren County Board of Health, I’ve always believed in stepping up when our community needs it most.
With a background in engineering, I bring a practical, hands-on perspective to local government, focusing on solutions rather than just talk. Over the years, I’ve been active in our local Republican Party and have supported both state and local campaigns. Through that work, I’ve learned what it takes to turn ideas into action.
Above all, I believe Franklin deserves leadership that plans ahead and puts our families and businesses first. As my grandfather always said: “It’s not personal — it’s business.” Together, I know we can lead our city into a stronger future.
Franklin is my home, and I want to keep it that way. We need to work together to ensure that Franklin has safe neighborhoods, responsible leadership, and a city government that listens. I’m running because I believe in protecting our conservative values while ensuring we grow the right way.
I’m not a career politician. I’m someone who believes local government should serve the people, not the other way around. We need city council members who are going to be pro-family, pro-business, and pro-YOU!
For the past several elections, our city council members have been given a “pass” at the ballot box. Every cycle, there’s little to no competition. But the people of Franklin are growing tired of the same old leadership — some members have been on council longer than I’ve been alive. I find that unacceptable. That’s why my campaign slogan is simple: "New Leadership Now!".

Robert has been deeply involved in serving his community well before deciding to run for Franklin City Council. His previous roles include:
County Central Committeeman (Republican Party)
Elected to represent local Republican voters and help guide the county party’s priorities and endorsements.
Local Campaign Leadership
Served as a local county chair for a U.S. Senate campaign and contributed to a successful campaign for State Representative in District 55, helping organize volunteers, events, and outreach.
Board of Health Representative
Appointed to represent the city on the Board of Health, ensuring Franklin had a voice in critical public health decisions for the county.
SkillsUSA Ohio State Vice President
Elected by his peers to serve as a state-level officer for SkillsUSA, representing thousands of students and advocating for career and technical education across Ohio.
